O DESENVOLVIMENTO DE UMA ABORDAGEM HUMANITÁRIA NA REQUISIÇÃO DE UM MUNDO SEM ARMAS NUCLEARES

O presente artigo procura debater o gradual desenvolvimento de uma abordagem humanitária nas
discussões em foros multilaterais em que Estados e organizações não-governamentais passaram a pleitear a importância da aplicação dessas perspectivas em tratativas internacionais. O objetivo foi a busca da redução do sofrimento humano causado por guerras, em uma acepção conhecida como Desarmamento Humanitário. No caso deste artigo, trabalhar-se-á com o exemplo das armas nucleares, espécie de armamento estratégico para os Estados, mas que, ainda assim, a partir da atuação da chamada Sociedade Civil Global (representada pela organização não-governamental ICAN) foi proibido a partir do Tratado sobre a Proibição de Armas Nucleares de 2017. Para tanto, o artigo será dividido em duas partes, tratando a primeira acerca dos fundamentos teóricos que possibilitaram a adoção do Tratado e a segunda oferecendo uma análise factual de como se deu essa iniciativa nos foros multilaterais.
