CONDIÇÕES DE (I)LEGIBILIDADE NA “VIRADA LOCAL” EM PROCESSOS DE PAZ: REFLEXÕES A PARTIR DAS LUTAS INDÍGENAS EM TORNO DO ACORDO DE PAZ NA COLÔMBIA

Resumo

O artigo analisa a chamada “virada local” (local turn) nos estudos de peacebuilding, enfatizando
suas características centrais e principais críticas. Por meio de uma breve análise do processo de paz
colombiano, o artigo discute algumas limitações da “virada local”, adotando como fio condutor a luta dos povos indígenas da Colômbia pela participação nas negociações do Acordo de Paz firmado em 26 de setembro de 2016. São identificadas cinco principais vertentes de críticas à “virada local”, sendo eles: (1) a imprecisão acerca de ‘que(m)’ é o “local”; (2) a tendência à romantização e essencialização do “local”; (3) a complacência com o projeto da “paz liberal”; (4) as reificações implicadas na oposição binária entre ‘internacional’ e ‘local’; e (5) a invisibilização e o silenciamento das relações de poder que estruturam historicamente as sociedades envolvidas. Conclui-se que a virada para o local, tal como ensejada pelas negociações pela paz na Colômbia, permanece marcada por um viés eurocêntrico, estadocêntrico e neoliberal.
