EXPECTATIVAS FRUSTRADAS: A COMISSÃO MISTA BRASIL-ESTADOS UNIDOS PARA O DESENVOLVIMENTO ECONÔMICO (CMBEU) (1951-1953) E SEUS IMPACTOS NAS RELAÇÕES BRASIL-EUA

Resumo

Este artigo explora a Comissão Mista Brasil-Estados Unidos para o Desenvolvimento Econômico (CMBEU) (1951-1953) e seus impactos nas relações bilaterais entre os dois países. Com a CMBEU, os EUA esperavam melhorar o clima de tensões nas relações com o Brasil, que desde o fim da 2ª Guerra Mundial (1939-1945) insistia, sem sucesso, que os estadunidenses fornecessem ajuda externa para seu artigo trabalho demonstra como a CMBEU contribuiu para o processo de deterioração das relações bilaterais, inclusive com impactos em governos subsequentes, como o de Juscelino Kubitschek (1956-1961). O artigo se embasa em arquivos históricos brasileiros e estadunidenses. Argumenta-se que os seguintes elementos foram fundamentais para determinar o término frustrante da CMBEU: Motivações divergentes das partes envolvidas, envolvimento do Banco Mundial como principal instituição financiadora dos projetos e, finalmente, término em 1953 sem que houvesse expectativas de receber os empréstimos pendentes.
