BANCO MUNDIAL E UNICEF NA DISCUSSÃO DA POLÍTICA GLOBAL DE EDUCAÇÃO: COMO ESSAS ORGANIZAÇÕES INTERNACIONAIS CONQUISTARAM RELEVÂNCIA NO DEBATE EDUCACIONAL?
Resumo
O objetivo do artigo é avaliar a influência do Banco Mundial e do UNICEF na promoção de uma política global de educação. O construtivismo (Finnemore, 1996) como base teórica permitiu avaliar como atores internacionais transformam interesses e geram normas, influenciando o comportamento dos Estados nacionais. É debatida a dimensão supranacional em que regras de políticas educacionais atuam para além das relações entre Estados. O Banco Mundial, via oferta de crédito, ampliou sua influência nas decisões políticas dos países e institucionalizou sua agenda política, econômica, social e intelectual para os mesmos. O UNICEF desenvolveu importante papel humanitário no desenvolvimento e promoção dos direitos das crianças e das mulheres, mas questiona-se a eficácia operacional de suas atividades. O propósito da educação para o Banco Mundial é técnica: treinar habilidades de valor prático com valor econômico, enquanto para o UNICEF, o propósito é cultural: despertar a identidade e o caráter com valor político.
