CHINA: ESTADO, SOCIEDADE E DESENVOLVIMENTO DE CAPACIDADES MILITARES

Resumo

Este artigo trata da relação entre o Estado, a sociedade e os investimentos públicos chineses.
Considerando-se que a legitimidade do Estado e do governo chinês está relacionada ao desempenho econômico, e que a China apresenta tendências de menor crescimento, questiona-se: a necessidade de satisfazer demandas sociais crescentes está reduzindo os investimentos públicos no desenvolvimento de capacidades militares? Defendia-se uma hipótese afirmativa, porém não se encontram evidências relevantes que a confirmassem. Indícios sugerem que o aumento dessas demandas poderá representar constrangimentos futuros, como questionamentos sobre a importância relativa de certos investimentos. No entanto, o desenvolvimento de capacidades militares continuará como um objetivo governamental central.
