PLANO ALIANÇA PARA A PROSPERIDADE DO TRIÂNGULO NORTE CENTROAMERICANO, UMA SOLUÇÃO DURÁVEL PARA A MIGRAÇÃO SULNORTE?

Este artigo analisa o acordo realizado entre os Governos de El Salvador, Guatemala e Honduras com os Estados Unidos da América, denominado Plano da Aliança para a Prosperidade do Triângulo Norte (PAPNT, 2014). Como uma medida de reação à grave situação humanitária decorrente da onda migratória de Crianças Estrangeiras Desacompanhadas (CEDs), oriundas do
TNCA (Triângulo Norte Centroamericano), o plano quinquenal visa investir US$ 22 bilhões em quatro grandes áreas: (a) estímulo ao setor produtivo; (b) desenvolvimento do capital humano; (c) melhoria da segurança pública; e (d) fortalecimento das instituições. A materialização destes objetivos é analisada a partir do suporte teórico dos Estudos para a Paz (EPP) e dos Estudos Críticos de Segurança (ECS). Para tanto, a análise recairá especificamente sobre: (i) questões de desenvolvimento; (ii) medidas de segurança; e (iii) contexto de violência.
