A (IN)EFETIVIDADE DO SISTEMA EUROPEU COMUM DE REFÚGIO NA PROTEÇÃO DOS REFUGIADOS NA UNIÃO EUROPEIA

o presente estudo tem por objetivo discutir a efetividade do Sistema Europeu Comum de Refúgio, o SECA, no que tange à proteção dos indivíduos que, perseguidos em seus países de origem, deslocam-se para os países da União Europeia (UE) – os refugiados. Para tanto, analisa os mecanismos de proteção contidos no SECA, a efetividade da proteção evocada por eles e utiliza-se do conceito de cooperação via persuasão por cruzamento de assuntos (cross-issue persuasion) de Alexander Betts para propor soluções à atual condição de proteção dos refugiados.
